Petco Military Drive - Leah Weycker, executive director of the Military Avenue Business District, is optimistic that the district is poised for growth with new retail options, cafes and restaurants opening on West Mason Street.
It's a positive turn for the Military Avenue Business District, which covers an area between Shawano and Lombardi avenues. The district is home to many small, local businesses but has lost several big boxes in recent years.

In the middle is the intersection of West Mason Street and Military Avenue. Once the main retail corridor on the west side and the precursor to Interstate 41, it now competes with South Oneida Street and Lineville Road in Howard-Suamico for west side retail development. The intersection remains one of the Green Bay area's busiest for vehicular traffic, but an onslaught of retail bankruptcies and closings took a direct hit when Sears, Toys R Us and Shopko all closed in 2019.

Three years later, the district is poised for a revival as retailers and other businesses revive development plans stalled by the COVID-19 pandemic. Sites surrounding the intersection of Mason and Milita are slated for new construction, new tenants and more activity, Weycker said.
"(The performance) is proof that people recognize our region as a great place to be," Weycker said.
The area has something owners and executives said national retailers are starting to look for again: Existing retail space.
J.J. Alaily, of Milwaukee-based ICAP Development, said ongoing increases in building material prices, skilled labor shortages and supply chain challenges have made renovating existing retail space more attractive to businesses looking to expand. He said interest has extended to Green Bay Plaza, the shopping center that IACP manages at the southeast corner of Mason Street and Military Avenue.

"With rising prices for above-ground construction, there is strong demand for existing retail space in Green Bay's major retail corridors," Alaily said. "In 2021, compared to recent years, there was strong, renewed interest in retail space and 2022 continues to see increased demand."
The catalyst for many developments taking place in the area is H.J. Martin & Son, which moved to Military Avenue in 1959. In recent years, the Martin family bought the big box stores that were formerly home to Toys RUs, Cub Foodsand Shopko and used its. connections in the commercial development industry to recruit new retail tenants for the spaces, said David Martin, fourth-generation owner at H.J. Martin.
"The general area is very important to us," Martin said, adding that the company tries to prevent vacancies whenever possible. He said the current interest in national chains in the district is a testament to the efforts of many groups to revitalize the Military Avenue business district.
Martin said the staff at H.J. Martin deserves some credit for helping the company retain and find tenants for its commercial space. He said the company's specialty is commercial interior design work, which helps it stay on top of current commercial real estate trends.

"There is no way we could have spent the time or resources to own so much property in the area if it wasn't for the hard working people at H.J. Martin & Son," he said. "We have a really good team that helps us work within the real estate capacity. We respond quickly and can do construction quickly thanks to our construction teams."
In another building that H.J. Martin owns, the company was able to lure the national pet store east to a now-closed location at 2515 W. Mason St. into part of the Burlington store at 1616 W. Mason St.
Martin said Burlington, a discount retailer, was downsizing its stores and no longer needed all 56,000 square feet of space it leases in a building it shares with Michael's. Petco needed about 16,000 square feet, which would leave Burlington with a more ideal 40,000 square feet.
"We're really excited that Petco is going to go there and it prevents a future vacancy," Martin said. "We saw the trend coming and were able to downsize the space and bring in another great tenant. Petco has a great reputation and will be a really nice addition."

Planet Fitness, which occupies about half of the former Toys R Us building at 1640 W. Mason St., will give up part of its parking lot to make way for two new businesses.
Scooter's Coffee, which opened locations in Green Bay and Ashwauben last year, will open a new 700-square-foot drive-through-only location near the street on the west side of the Planet Fitness site.
Arby's also plans to move from its location across the street at 1593 W. Mason St. to a new restaurant in the parking lot next to scooters.
The restaurant will be full service and will include drive-thru. Construction of the 2,600 square meter restaurant is expected to begin in the spring.

Jon La Roy, with Mau & Associates, the civil planning and engineering firm working on the project, said he doesn't think the restaurant's large 10-gallon hat sign, the standard for the sandwich chain in the 1960s and '70s, will move with . the restaurant
Part of the parking lot in front of Burlington will also be renovated to accommodate Caribou Coffee. The cafe will not include in-house service, but will have a drive-thru window, drive-thru and small patio.
Weycker said Scooter's, Caribou and Arby's are good examples of redeveloping the parking lots that were set up to accommodate big-box customers but are mostly empty.
"They paved over paradise to build a parking lot and now we look at it differently," Weycker said. "It's exciting for us as a district to see how they're going to renovate those parking lots."

Located on the southeast corner of the Mason-Military intersection, Green Bay Plaza has seen the same surge in interest from national retailers, Alaily said.
The strip mall is currently home to stores such as TJ Maxx Home Goods, Skechers, Ross Dress for Less, Big Lots and Party City. Alailysaid ICAP is in discussions with several tenants interested in vacant space in Green Bay Plaza, but that none of the discussions have resulted in signed leases yet.
The development also includes the Sears building, vacant as of spring 2018 and used in recent years by the city of Green Bay as a polling place. Alaily said ICAP and the center's California owners have met with city officials about redeveloping the entire property. Alaily said that could include freestanding developments similar to Scooter's and Arby's, on the sprawling Sears parking lot.
"Our goal is a rebuild there," Alaily said, adding that it's too early in the process to know what that will entail. "The intention is to innovate, but when that happens is another matter."

Weycker said these changes work well with the input they received from business owners and residents in the district.
Weycker describes the area as a "car-centric district" where shoppers are more likely to drive from store to store, or strip mall to strip mall. In other Green Bay business districts, like Downtown Green Bay or On Broadway, shoppers are more likely to walk when they shop — but Weycker said it's good that Milita is different.
Combining stores like Petco and Burlington and adding drive-thru-focused eateries to the car-focused model and the district's strengths, Weycker said. It encourages businesses to stay in the area and makes better use of the space.
"We shop here," she said. "You can pull into a parking lot at BeaconCenter or Westgate Mall and hit 15 companies."

Shelter to Soldier (STS) received a $25,750 investment from national nonprofit Petco Love for the lifesaving work STS does on an ongoing basis for shelter dogs and US veterans in need in Southern California, according to a news release. This year, Petco Love recognized STS for its canine team of Canine Ambassadors (Therapy), who greeted guests at Gallagher Square at every San Diego Padres Sunday home game during the baseball season. This grant is in addition to a $7,500 investment in Helping Heroes lifesaving that STS received in December from Petco Love in recognition of the animal welfare programs' impact and commitment to America's veterans.
